An observation can be technically possible and still be inappropriate for a particular purpose. Responsible Earth observation begins with a legitimate question, a proportionate method and a clear account of who may be affected by the result.
Purpose, proportion and context
Define a public-interest, scientific or otherwise lawful purpose before selecting data. Use the least detailed source that can answer the question. Respect mission and third-party data rights, privacy and cultural heritage protections. Consider how an output could be misused, misread or overextended beyond its spatial, temporal and statistical support.
Interpretation under accountable review
Satellite-derived classifications, detections and deformation estimates have uncertainty and failure modes. They should not be used to make person-level conclusions unsupported by the measurement. Consequential decisions need domain expertise, suitable ground evidence and accountable human review. Data retention, access, publication and security requirements should be specified before a study starts.
